I. Introduction
The Belmont Housing and Finance Corporation (BHFC), a nonprofit affiliate of the Belmont Housing Authority (BHA), is soliciting qualifications from experienced strategic planning consultants to facilitate an onsite strategic planning retreat for its Board of Directors. This retreat will guide the development of a 3-5-year strategic plan that establishes the mission, vision, and goals for BHFC as it positions itself to develop and rehabilitate affordable housing in the City of Belmont.
II. Scope of Work
The selected consultant will lead the BHFC Board and Executive Director through a strategic planning process designed to clarify mission, vision, and organizational priorities, with a focus on practical implementation. The Board anticipates this process may occur over one or more days (likely on a Saturday) and include the following:
- Facilitation of an in-person strategic planning retreat with the BHFC Board and Executive Director.
- Pre-session interviews or surveys with key stakeholders (Board, staff, and community partners).
- Review of existing documents, including BHA's strategic plan, community housing needs, and organizational structure.
- Development of a written strategic plan outlining mission, vision, values, goals, and measurable objectives.
- Recommendations for implementation, governance, and funding strategies.
- Optional follow-up services to guide BHFC through plan execution, organizational development, and identification of grant funding opportunities.
III. Qualifications
Consultants should demonstrate the following qualifications:
- Proven experience facilitating strategic planning or board retreats for public housing authorities, housing nonprofits, or government-affiliated entities.
- Knowledge of HUD programs, nonprofit housing development, and community reinvestment strategies.
- Strong facilitation and consensus-building skills.
- Experience working with newly formed nonprofit boards.
- Ability to provide post-planning guidance, including capacity-building and grant identification support.
IV. Deliverables
- Pre-planning interviews and meeting agenda.
- Onsite facilitation retreat (one or more days, as needed).
- Draft and final strategic plan document.
- Optional follow-up consulting: implementation support, grant funding guidance, and progress evaluation.
V. Timeline
- RFQ Issued: October 27, 2025
- Questions Due: November 19, 2025
- Responses Due: November 26, 2025
- Consultant Selection: December 16, 2025
- Strategic Planning Retreat: February 2026
VI. Submission Requirements
Interested consultants should submit the following materials:
- Cover letter expressing interest and availability.
- Description of relevant experience, including examples of similar projects.
- Résumés or bios of key staff.
- At least two professional references from comparable engagements.
- Sample deliverables or summary of past planning projects.
- Proposed methodology, approach, and fee structure (hourly or project-based).
VII. Evaluation Criteria
Submissions will be evaluated on the following factors:
- Demonstrated experience with housing authorities or affordable housing nonprofits.
- Understanding of public/nonprofit governance and development processes.
- Quality of facilitation approach and proposed process.
- References and past performance.
- Cost reasonableness and value.
