Procurement CPC (Consolidated Purchasing Consortium)
We would like to encourage our member PHA'S to use this program when they can to keep it as a viable part of the Carolina's Council. The Procurement/Sealed Bid Process has been completed for you so it should save you valuable time and energy.
The Criteria for these Sealed Bids were met by all Contractors listed in the Bid Sheets and contain the North and South Carolina General Contractor License numbers.
Criteria is as follows: General Contractors' License Numbers for both States, Contractor Signed Rules of the CPC, Code of Ethics, Non-Collusive Affidavit, HUD 5369A, Bidder Proposal & Self Certification, Bid Summary Price Sheets, the Descriptive Literature, and the Bonding Letter & Power of Attorney.

Please NOTE the Bid Packets containing the Bid Price Sheets are in alphabetical order, and the Bid Price Sheets contained within are in the order they were opened.
When using the CPC Program, it is up to the individual PHA to look at the Bid Prices of the potential work item and make the final choice which Contractor or Price is more advantageous for their PHA.

- Range - Electric (CPC-25/26-1E)
- Range - Gas (CPC-25/26-1E)
- Refrigerators (CPC-25/25-1F)
- Replacement Countertops (CPC-25/26-1J)
- Replacement Windows (Vinyl) (CPC-25/26-1L)
- Roofing - Asphalt Shingles (CPC-25/26-1B)

Each of the above is a separate bid and must be submitted as a complete package in a separate sealed bid submission. Each bid package will be opened and considered independent of other submissions.
From the qualifying bids received, subscribing Public Housing Authorities and Indian Housing Agencies (PHA/IHA) in the states of North Carolina and South Carolina may procure supplies and services necessary in the development, operation, and maintenance of low-income housing.
The CCHRCO CPC Committee produces bid solicitation packages, advertises in appropriate national and regional publications, sets bid openings, and opens bids. Bid prices from all qualifying bids, as defined in the Rules of the CPC, are furnished to all subscribing CCHRCO members for voluntary use in procurement activities. Bid prices must be guaranteed for twelve months from bid date. There is no guarantee to the bidders of any specific or minimum volume of business under the CPC Program. Ordering, billing, payment, and administration relative to purchase orders issued by the PHA/IHA is handled through direct contact between the PHA/IHA and the suppliers without further CCHRCO involvement. Participation in the CPC Program is voluntary.
If you desire to bid, read the entire package and specifications carefully, complete and sign all documents as specified. Include all required bid submission items. Bids must be submitted on the Bid Summary Price Sheets provided in the package of bid documents. Submission of bids on other than the required forms or altering of the Bid Summary Price Sheets may deem the bid nonresponsive.
The CPC Committee reserves the right to reject any and all bids and to waive informalities. The Committee further reserves the right to determine if bids meet the material terms and requirements of the specifications and to take action that the Committee determines is in the best interest of the CPC Program and its participating agencies.

Rules require member agencies to report any usage of the CPC Program. You may fax a copy of the purchase order or contract to the CPC Committee at 252.795.3134, email the information to CPC Committee.
INFORMATION ABOUT UTILIZING THE CPC PROGRAM AND DOCUMENTING FILES:
- The Consolidate Purchasing Consortium Committee serves as a bidding agent. All qualified bids are provided to the member housing authorities. Each authority must follow their respective procurement policy in utilizing the bids provided through the CPC Program. We stress that each Authority should follow its Board Adopted Procurement Procedures. We recommend that each Authority amend its Procurement Policy to include a description of the CPC Program and how the Program will be used.
- All purchase orders or contracts will be directly between the vendor and the housing authority.
- The CPC Committee requires that all contractors bidding installed items provide valid contractor licenses at the time of bid. Each housing authority should confirm valid contractor license before a contract for an installed item is signed.
- Housing authorities should secure insurance and bonding documents as with any other procurement activity or contract. Proof of bonding capacity is required at the time of bid but circumstances can change and each Authority is responsible for securing bonding and insurance to protect the Authority.
- All HUD and/or state procurement/contracting requirements such as Davis Bacon compliance should be followed by the Authority when utilizing the CPC Program.
- All appropriate bid documents may be printed from the website for documentation of files. We do not include the executed Form HUD 5369-A in the documents provided on the website, although we do require bidders to submit this form. For installed items, each authority should secure a Form HUD 5369-A with original signature at the time of contracting. We also recommend that the Authority print all bid summary price sheets and specification documents, the Invitation to Bid, CPC Terms and Conditions, Rules, Bid Proposal form, and Non-Collusive Affidavit from the website for file documentation. Failure to print and file documents can lead to future audit problems. Most often the IPA audit process for your Authority will begin after the bids on the website are updated with successive bids and the documents needed for the audit will not be available.
