Due to limited availability, only CCHRCO Board and Committee Members are allowed to book room stays prior to the start date - Check in Sunday, August 23, 2026. This is a first-come first-serve basis. Hotel cancellations must be received 14 days prior to the reservation start date, otherwise, a $25 cancellation fee from the hotel will apply.

Sessions:

Capital Fund, EPIC and Build America, Buy American (BABA) - Emily Haeckel & Erica Vilardi HUD staff from the Office of Capital Improvements
This day-and-a-half training includes connected sessions on the Capital Fund, EPIC, and the Build America, Buy America (BABA) Act, which requires certain materials used in federally funded infrastructure projects to be made in the United States. HUD Public Housing staff will review the PIH Implementation Notice, the Buy America Preference (BAP), its impact on programs such as the Capital Fund, Operating Fund, Choice Neighborhoods, and MTW, as well as the implementation timeline, key PHA issues, waiver requests, current HUD-wide waivers, and compliance documentation. The session also covers the Capital Fund Program, which provides about $4 billion to PHAs through EPIC for public housing development and modernization, and highlights the role of HUD's Office of Capital Improvements in overseeing these grants.

Introduction to Artificial Intelligence: What is A.I. and How are Businesses using it? - Jodie Jeffrey, Brooks Jeffrey Marketing, Inc.
AI is being adopted more widely, but it is not as simple as it may seem.
This session covers AI basics, popular models, types of AI, practical uses, and real-world examples of successes and failures.

It also reviews implementation steps, including AI policies, HUD guidance, and cybersecurity considerations.

Attendees will gain the knowledge needed to decide whether AI could benefit their agency.

NSPIRE-Ready Every Day: Cultivating an Agency Culture of Success and Collaborative Asset Management - Scott & Daniel Lyerly, Premier Contracting Professionals
NSPIRE raises accountability by focusing on unit interiors, resident living conditions, health, safety, and habitability, making implementation more challenging for PHAs and reinforcing that an asset's true condition is found in the details. This session shows why maintenance is essential-not cosmetic-and how effective asset management depends on staff working together and sharing knowledge of the communities they serve. Through real-world housing authority examples and ground-up performance goals, attendees will gain practical tools to build a proactive culture aligned with HUD inspection standards and achieve strong results even with limited funding.

Leading Transformation "Governance, Strategy, and Portfolio Repositioning" - Willie & Stephen Beatty, The Beatty Group
This training program equips commissioners with the strategic insight and tools needed to lead housing authorities through transformation. Moving beyond traditional governance and compliance-focused training, it emphasizes the Board's role in setting direction, overseeing execution, and ensuring long-term organizational sustainability. The program integrates governance, portfolio strategy, financial planning, and an advanced perspective on the Rental Assistance Demonstration (RAD) as a key tool for repositioning, preparing participants to make informed decisions and drive meaningful organizational change. The training is delivered in three sessions over one and a half days.

Maintenance: A Deep Dive into the NSPIRE Standards - Daniel Gould, The Inspection Group
In this full day and half sessions we will discuss what to concentrate on when preparing for an NSPIRE inspection.

We will also dive deeper into the standards with scoring, corrective timeframes and photos of actual defects

PH, HCV, RAD PBV, and Multifamily HOTMA and Rent Provisions Training - Dennis Morgan, D L Morgan & Associates
In this full day and half sessions will focus on the Public Housing, HCV, RAD PBV, and Multifamily rent calculations and HOTMA provisions- with specific emphasis on updates and changes.

Landlord Briefings, Evictions & Fair Housing - Aris H. Ferguson, General Counsel, Housing Authority of the City of Charleston
This full-day and half-day session covers key topics for landlord briefings and best practices for handling evictions involving tenants and court officials. Managing landlord-tenant issues in HUD-assisted programs requires sound judgment, regulatory compliance, and fair housing awareness. The session examines the full tenancy cycle in federally assisted programs, from leasing and landlord participation to enforcement actions, evictions, and potential litigation.

In this interactive virtual seminar participants will learn strategies to manage stressors before they manifest into toxic stress and negatively impact their mental health as well.

Funding Strategies Available with SC Housing - Marni Holloway & Jennifer Cogan, SC State Housing Finance & Development Authority
This training session will provide an overview of funding mechanisms available to housing authorities, with a focus on HOME, National Housing Trust Fund, State Housing Trust Fund, Low-Income Housing Tax Credits and Tax-Exempt Bonds.
